California VA One-Time Close Construction Loans

California has more military installations than almost anywhere, and some of the highest build costs too. Before you plan a VA build here, do the Total Acquisition Cost math and be honest about where it lands.

Start with the number, not the house

Here is the uncomfortable truth about a VA One-Time Close in California. The program works the same as everywhere else: one loan, one closing, land plus construction plus the permanent mortgage, and zero down for an eligible veteran with full entitlement. What changes is the size of the number the appraisal must reach.

That number is the Total Acquisition Cost. Add the land, the builder contract, a contingency reserve, the interest that accrues while draws go out, and the VA funding fee (2.15% first use or 3.3% subsequent use at zero down, waived with VA disability compensation). In California, build costs are so high that the total often only works in the most expensive established neighborhoods, where comps can back it. Plug your real figures into the cost estimator before you buy land.

San Diego and Sacramento: the realistic paths

Of all the regions in the state, San Diego and Sacramento offer the most realistic VA One-Time Close options. San Diego is a massive military market with very strong comps, but build costs there are extremely high, so the plan needs to be sized with discipline. The Sacramento and Travis AFB area is a moderate market with reasonable build costs by California standards, which makes the math easier to close.

The Inland Empire, covering Riverside and San Bernardino, is more affordable and growing, with moderate comps. For many veterans near Camp Pendleton or Fort Irwin, it is worth a serious look.

Other regions, briefly

Los Angeles metro

Comps exist

Expensive across the board. Comps are there, but extreme build costs make the total hard to support.

Bay Area

Very high price points only

Extreme costs. Comps exist, but only at prices that leave very little room for error.

Central Valley

Cheap land, few comps

Land is affordable near places like Lemoore, but many areas have limited new-construction comps.

Installations from the border to the north state

California hosts Camp Pendleton in Oceanside, the largest Marine Corps base on the West Coast, along with Naval Base San Diego, the largest naval fleet concentration, and MCAS Miramar with the 3rd Marine Aircraft Wing. Inland there is Edwards AFB in Kern County, home of the flight test center, and Fort Irwin and the National Training Center near Barstow. Travis AFB in Fairfield is the largest Air Force base on the West Coast. Farther north sits Beale AFB in Marysville with its reconnaissance wing.

On the coast, Vandenberg SFB near Lompoc handles space launch and missile testing, Naval Base Ventura County at Port Hueneme and Point Mugu supports the Seabees and weapons testing, and the Presidio of Monterey hosts the Defense Language Institute. Lemoore NAS in the Central Valley trains F/A-18 and F-35C crews. Each one sits in a different cost and comp environment, so a strategy that works near Travis may not work near Miramar.

How California closings run

California is an escrow and title state that dry funds, so money moves after signing and recording, not at the table. Community property means both spouses usually sign, and if a home is held as sole-and-separate property the other spouse typically signs an interspousal transfer or quitclaim. California's remote online notarization statute is not effective until 2030, so ask your escrow officer to plan for in-person notary signing.

VA appraises your build from plans and specs, including VA Form 26-1852, and returns a Notice of Value. Draws are released in stages after inspections, your builder must hold a VA builder ID, and many lenders want a credit score near 660. Our appraisal page covers what to do if value comes in light.

California VA OTC questions

Why are VA construction loans so hard to make work in California?

Because the finished home must appraise for the full Total Acquisition Cost, and California build costs are among the highest anywhere. Add land, contingency, accrued interest and the funding fee, and the total often fits only in expensive established neighborhoods where comps are high enough to support it.

Which part of California is most realistic for a VA One-Time Close?

San Diego and Sacramento offer the most realistic paths. San Diego has very strong comps but extremely high build costs. The Sacramento and Travis AFB area has reasonable build costs for California. The Inland Empire is also more affordable, with moderate comps.

Do both spouses sign in California because of community property?

Usually. Community property generally means both spouses sign. If the home is held as sole-and-separate property, the non-titled spouse typically signs an interspousal transfer or quitclaim. Your escrow officer and California-licensed lender will confirm based on how you vest title.

Can I close my California VA build online with a remote notary?

Probably not yet. California's remote online notarization statute is not effective until 2030, and it is not available for refinance closings today. Expect in-person signing with a notary. Ask your California-licensed lender and escrow company how they schedule signings for construction loans.
