Delaware VA Construction Loans and the Dover Market
Delaware is small, but Dover AFB concentrates a lot of VA buyers in one place. If you want to build with a VA One-Time Close here, central Delaware is where the numbers most often line up.

One base, one realistic center
Dover AFB runs C-5M and C-17 airlift and is the largest aerial port on the East Coast. That single installation creates a concentrated VA loan market around Dover, and central Delaware is the most realistic place in the state to build with a VA One-Time Close. Comps near the base are decent, and the market is moderate rather than overheated.
That combination matters because of how VA values a construction loan. The appraiser works from your plans and specs, including the VA Form 26-1852 description of materials, and VA issues a Notice of Value. The completed home has to appraise for the Total Acquisition Cost, the sum of lot, build contract, contingency, construction-period interest and funding fee. Decent comps close to the base make that target reachable for a sensible plan.
How the three Delaware markets differ
Dover and Central Delaware
Moderate pricing and decent comps near the base. This is where most active-duty families and veterans tied to Dover AFB will find the cleanest path.
Wilmington and New Castle County
Northern Delaware is part of the Philadelphia suburbs, and pricing reflects Philly-area costs. Comps exist, but expensive builds need to be backed by equally expensive sales.
Sussex County and the beaches
A seasonal market with resort-influenced comps. Vacation-driven sales can distort what a primary residence appraises for, so ask the lender how they expect the appraiser to read the area.
Getting the lot and the builder right
Many Delaware builds start with a lot purchase. A VA One-Time Close can fold the land into the same loan as the construction and the permanent financing, with one closing, so you are not juggling a separate land loan. Our land guide explains how owned land and purchased land are handled. Delaware's realty transfer tax is deed-based, so ask the closing attorney how it applies to the lot side of your transaction.
The builder is the other half. Your builder has to be VA-registered with a VA builder ID, and they get paid through staged draws after inspections rather than in large lump sums. Some builders are comfortable with that, some are not. Read the builder approval page before you sign a contract, so you are not stuck with a builder who cannot be approved.
Closing in Delaware
The Delaware Supreme Court treats conducting a closing as the practice of law, so an attorney is required, and Delaware wet funds. Remote online notarization is restricted to attorney-notaries. Whether a spouse signs depends mostly on whether they are on title, and practice can vary by underwriter. Delaware has no dower.
On the VA side, eligible veterans with full entitlement can build with no down payment. The zero-down funding fee is 2.15% the first time and 3.3% on later use, and it is waived for veterans receiving VA disability compensation. Many lenders want a credit score around 660 for this product. Because Delaware is small, a builder working near Dover may also build in central and southern Delaware, so ask which communities they have actually sold finished homes in. Those sales are what an appraiser will lean on, and a builder who knows their own comp history can save you an unpleasant Notice of Value.
What we can and cannot do for you
Home Loans Inc is not licensed in Delaware and cannot take a Delaware application. Think of this page as a briefing before you meet a Delaware-licensed VA construction lender. Bring three questions: how many VA builds they have closed near Dover, which attorneys they close with, and how they size contingency so a change order does not sink the appraisal.
Delaware VA OTC questions
Why is Dover the best place in Delaware for a VA One-Time Close?
Dover AFB creates a concentrated VA market, and central Delaware is moderately priced with decent comps near the base. That makes it more likely the finished home appraises for the full Total Acquisition Cost than in Philly-priced New Castle County or the resort-influenced beaches.
Can I build a primary home near the Delaware beaches with a VA construction loan?
It may be possible, but Sussex County is a seasonal market with resort-influenced comps. The appraisal has to support the full cost of the build, so ask a Delaware-licensed lender how appraisers treat vacation-driven sales when valuing a primary residence there.
Is an attorney required to close a Delaware VA construction loan?
Yes. The Delaware Supreme Court treats conducting a closing as the practice of law, so an attorney must handle it. Delaware wet funds, and remote online notarization is limited to attorney-notaries, so expect the attorney to manage signing logistics.
Does Home Loans Inc offer VA construction loans in Delaware?
No. Home Loans Inc is not licensed in Delaware and cannot take your application. Use this page to understand the product, then work with a VA construction lender that holds a Delaware license and closes with a Delaware attorney.
