New Jersey VA One-Time Close Construction Loans
New Jersey build costs are high everywhere, so a VA construction loan lives or dies on comps. Here is how the joint base area, the NYC and Philly suburbs, and the shore compare.

Start with the math, because New Jersey is expensive
Build costs in New Jersey typically run $250 to $400 or more per square foot, and the most expensive stretches are the suburban corridors feeding New York City and Philadelphia. That number should be the first thing on your whiteboard, not the last.
The reason is simple. With a VA One-Time Close loan, the land, construction and permanent financing close together as one loan, and eligible veterans with full entitlement put nothing down. But the finished home must appraise for the Total Acquisition Cost: lot price, build contract, contingency, accrued construction interest and the funding fee. At New Jersey build costs, those pieces add up fast, and the appraiser still needs recent comparable sales that justify the total. Run your own scenario through the cost estimator before you get attached to a floor plan.
Four Jerseys, four comp stories
Central NJ near Joint Base McGuire-Dix-Lakehurst
Moderate to expensive, with good comps near the joint base. This is the most military-relevant market in the state and usually the most practical place to attempt a VA build.
North Jersey (NYC suburbs)
Very expensive. Comps do exist, but at high price points, so the total cost has to land in a range buyers there are actually paying.
South Jersey (Philly suburbs)
More affordable, with moderate comps. Often the friendliest budget math in the state.
Shore communities
Seasonal, with resort pricing. Valuations can swing with the vacation market, which makes a primary-residence construction appraisal harder to predict.
The installations behind the demand
Joint Base McGuire-Dix-Lakehurst
Burlington County
An Air Force, Army and Navy joint base, and the anchor of central New Jersey's military market.
Naval Weapons Station Earle
Colts Neck
Ammunition supply. Its workforce adds to demand in the central part of the state.
Picatinny Arsenal
Dover
Army research and manufacturing in north Jersey.
Coast Guard Training Center Cape May
Cape May
The Coast Guard's boot camp, down in shore country.
North closes with attorneys, south with title
Closing customs split by geography. In northern New Jersey, closings are commonly attorney-conducted, while southern New Jersey leans on title companies. New Jersey is a wet-funding state.
If your spouse holds an interest in the property, including tenancy by the entirety, or has joint-possession rights, expect them to sign the security instrument even if they are not borrowing. They sign the mortgage, not the note. New Jersey does not charge a percentage-of-loan mortgage tax, only recording fees. The state uses judicial foreclosure and has one of the lowest high-cost fee triggers anywhere, so lenders watch fees closely here. Advertising also has to carry the Department of Banking and Insurance license legend, which is a quick way to confirm you are talking to someone licensed in the state.
The VA checklist, Jersey edition
- A builder registered with VA who holds a VA builder ID. Many custom builders in high-cost markets have never registered. See builder approval.
- Plans, specs and VA Form 26-1852 reviewed by a VA appraiser, resulting in a Notice of Value.
- A credit score around 660 is what many lenders want for OTC.
- Funding fee of 2.15% first use or 3.3% subsequent use at zero down, exempt if you receive VA disability compensation.
- Draws released in stages after inspections. Read draws and interest so the carrying cost does not surprise you.
And the plain truth: Home Loans Inc is not licensed in New Jersey and cannot take your application. Use this as a field guide when you interview lenders who are.
New Jersey VA OTC questions
With New Jersey build costs so high, can a VA OTC loan still work?
It can, but the margin is tight. Build costs typically run $250 to $400 or more per square foot, and the finished home must appraise for the total acquisition cost. Central New Jersey near the joint base and South Jersey usually give the best balance of cost and comparable sales.
Will an attorney handle my New Jersey construction closing?
It depends on where you build. Northern New Jersey closings are commonly attorney-conducted, while southern New Jersey leans on title companies. Either way, New Jersey is a wet-funding state. Ask your lender who will conduct the closing so there are no surprises.
Does tenancy by the entirety mean my spouse must sign in New Jersey?
Generally, yes. If your spouse holds an interest, including tenancy by the entirety, or joint-possession rights, they typically sign the security instrument. A non-borrowing spouse signs the mortgage and not the note, so they do not become liable on the debt itself.
Is a shore lot a good idea for a VA construction loan?
Be cautious. Shore communities are seasonal with resort pricing, so values can move with the vacation market. That makes it harder for an appraiser to support a primary-residence build at full cost. Study recent comparable sales before you buy the lot.
Can Home Loans Inc take my New Jersey VA construction application?
No. Home Loans Inc is not licensed in New Jersey and cannot take the application. Look for a lender whose advertising carries the Department of Banking and Insurance license legend and NMLS ID, and use this page to guide your questions.
