A bomber story and a two-city state

Ellsworth Air Force Base outside Rapid City flies the B-1B Lancer and is set to receive the B-21 Raider. New aircraft can mean new people, and new people mean more demand for houses. That possibility is worth watching if you are thinking about a VA One-Time Close in western South Dakota, but nobody can promise what it does to local prices, so treat it as a maybe, not a plan.

The bigger picture is simpler. South Dakota has two metro markets that can realistically carry a construction appraisal: Sioux Falls, with the strongest comps, and Rapid City near Ellsworth. Most of the rest of the state is extremely rural with minimal comp support. No state income tax draws people in, but a tax break does nothing for an appraiser who cannot find three recent sales.

Reading the South Dakota map

Four places get mentioned most when veterans ask about building here. Only two of them have real depth.

Sioux Falls

Largest city, strongest comps

Your best odds for a build that appraises cleanly. Joe Foss Field and its Guard F-16s are here too.

Rapid City and Ellsworth AFB

Military-influenced, moderate comps

Workable, with the B-21 arrival as a wild card worth tracking.

Aberdeen

Small, thin comps

Possible, but expect the appraiser to stretch for comparable new construction.

Pierre

State capital, very small

A tiny market. Build modestly or expect a hard appraisal conversation.

Homestead joinder is the rule to know

If you are married, this is the part of South Dakota law that surprises people. South Dakota is a strong homestead state. Under general state practice for mortgages on a homestead, both spouses must join, or the mortgage can be void (SDCL 43-31-17), even when only one spouse is on title. Plan on both of you signing, and let the title underwriter confirm how it applies to your construction loan.

A few more background points from state practice: closings are typically handled by a title or escrow company with no attorney mandate, and they fund wet. Foreclosure is non-judicial. South Dakota also applies an all-in 36% rate cap, and remote online notarization is generally available.

The federal rules that travel with you

None of that changes the VA product itself. One loan covers the land, the construction and the permanent mortgage, all closed at once. A veteran with full entitlement can do it at zero down. Your builder needs a VA builder ID from VA registration, and the appraiser works from your plans and specs plus VA Form 26-1852 before VA issues a Notice of Value. Money goes out to the builder in staged draws, each one after an inspection.

The appraisal target is your Total Acquisition Cost, which adds the lot, the build, the contingency, accrued interest and the funding fee. That fee is 2.15% at zero down the first time and 3.3% on later use, unless you receive VA disability compensation, which exempts you. Many lenders want about a 660 score. Check the gates on do you qualify and see how interest builds during construction on draws and interest.

Who can actually do your loan

Home Loans Inc is not licensed in South Dakota, and we cannot accept your application there. What we can do is give you the straight version of how this loan works so you can screen South Dakota-licensed lenders. A good one will talk about comps in Sioux Falls or Rapid City before they talk about anything else.

Bring a short list when you call. Ask how many One-Time Close loans they closed last year in South Dakota, whether your builder already holds a VA builder ID, which recent sales they expect the appraiser to use, and how they handle the homestead signature if only one spouse is on the loan. If the answers come back vague, keep shopping. A lender who has never closed this product in a thin market will learn on your file, and you will pay for the lessons in time and accrued interest.

South Dakota VA OTC questions

Will the B-21 Raider at Ellsworth make a Rapid City build easier to appraise?

Nobody can promise that. Ellsworth is receiving the B-21 Raider, which may bring growth, and Rapid City already has moderate, military-influenced comps. But an appraiser values your home from actual recent sales, not from expected demand. Plan your build around today's comps and treat future growth as a bonus.

Does my wife have to sign if the South Dakota lot is only in my name?

Plan on it. South Dakota is a strong homestead state, and under general practice both spouses must join a mortgage on a homestead or it can be void under SDCL 43-31-17, even if only one spouse is on title. Your title underwriter confirms exactly how it applies to your loan.

Can I build a VA home on rural acreage in South Dakota?

It is possible, but most of South Dakota is extremely rural with minimal comp support. Without recent comparable sales, the finished home may not appraise for your Total Acquisition Cost. Sioux Falls has the strongest comps and Rapid City is moderate, so rural land needs extra scrutiny before you buy.

Is Home Loans Inc able to originate my South Dakota VA construction loan?

No. Home Loans Inc is not licensed in South Dakota and cannot take an application for a property there. This site is education. Use it to understand the loan, then shop a South Dakota-licensed lender who has closed VA One-Time Close loans and works with VA-registered builders.
