A Hill AFB family runs the numbers
Say an airman with the 388th Fighter Wing at Hill AFB wants to build instead of buy. Utah gives that family a decent shot. The Wasatch Front, running from Salt Lake down to Provo and up to Ogden, has strong new-construction activity and good comp support. Prices are rising as the state grows fast, but comps have generally kept pace. The catch is that rising costs push the Total Acquisition Cost up too, so the appraisal still has to catch up with the budget.
Their first move should be the cost estimator, not a model home. Lot, construction, contingency, accrued interest and the funding fee all add up, and the finished home has to appraise for that combined figure. Their second move is confirming the builder holds a VA builder ID, which the builder approval page explains. A builder who has never gone through VA registration can still get there, but it adds time, and time adds interest.
Where along the Wasatch Front, and beyond
Ogden and the Hill AFB area
Military-adjacent with moderate to strong comps. Hill hosts the F-35 maintenance depot, which keeps a concentrated military market close by.
Salt Lake City metro
A strong market with good comps, growing fast. More data for the appraiser, along with more competition for builders.
Provo and Utah County
Growing, with strong new-construction activity. Plenty of recent sales to compare against.
St. George
Southern Utah's retirement and recreation hub, and growing. Watch how vacation-oriented sales line up with a primary-residence build.
Logan
A small university town. Fewer sales means more appraisal risk on a larger plan.
Other Utah installations with VA-eligible people
Hill is the big one, but it is not the only place in Utah with veterans and service members looking to build.
Dugway Proving Ground
Dugway
Chemical and biological defense testing, well outside the metro comp pool.
Tooele Army Depot
Tooele
Ammunition storage west of the Salt Lake valley.
Camp Williams
Riverton and Bluffdale
Utah National Guard, sitting between the Salt Lake and Utah County markets.
Closing in Utah works on its own clock
Utah is an escrow state, so a title or escrow company runs the closing. Under general state practice Utah follows a good-funds regime that behaves like dry funding, which means recording and disbursement can lag signing. Ask your lender how that timing interacts with the start of construction and the first draw.
On signatures, Utah is a common-law state. A spouse who is not on title generally does not have to sign, and homestead here is a claimable exemption rather than a forced-joinder rule. Your title underwriter still confirms vesting. Foreclosure is non-judicial, a statewide prepayment-penalty ban took effect May 6, 2026, and remote online notarization is generally available. Utah also has a High Cost Home Loan Act that can add protections on qualifying loans.
The parts VA sets, and the part we cannot do
VA's construction product is one loan, one closing, covering land, build and permanent financing. Zero down is available to an eligible veteran with full entitlement. The appraisal comes from plans and specs and VA Form 26-1852, leading to a Notice of Value, and the builder is paid through draws released after each inspection. At zero down the funding fee is 2.15% for first-time use or 3.3% for later use, and you skip it entirely if you receive VA disability compensation. Expect lenders to look for a score in the neighborhood of 660.

Utah VA OTC questions
Do comps near Hill AFB support a VA new-construction build?
Generally, the Ogden and Hill AFB area has moderate to strong comps, and the wider Wasatch Front has strong new-construction activity. Utah costs are rising fast, though, so your Total Acquisition Cost climbs too. Confirm with your lender which recent sales the appraiser is likely to use before you commit to a plan.
Why might my Utah closing fund later than I expect?
Utah follows a good-funds regime that behaves like dry funding, so recording and disbursement can lag signing. That can affect when your builder starts and when the first draw is released. Ask your escrow company and lender to map out the timeline before closing day.
Is St. George a good place for a VA One-Time Close?
St. George is a growing southern Utah market shaped by retirement and recreation. It can work, but have your lender explain how the appraiser will treat recreation-driven sales next to a primary-residence build. Compare it against the Wasatch Front, which has deeper new-construction comps.
Can Home Loans Inc do my VA construction loan in Utah?
No. Home Loans Inc is not licensed in Utah and cannot take an application for a Utah property. This site is education. Use it to understand the loan, then choose a Utah-licensed lender who has closed One-Time Close loans with a VA-registered builder.
